តាមពិត ខ្ញុំមិនសូវជាមានចំណង់ក្នុងការផ្តល់យោបល់ទាក់ទងនឹងប្រធានបទឆន្ទៈប្រជាជនដែលអ្នកនយោបាយខ្មែរចូលចិត្តយកមកប្រើជាញឹកញាប់ នៅពេលពួកគេធ្វើការឃោសនាឬក៏ពេលចុះមូលដ្ធាននោះទេ។ ប៉ុន្តែអី្វដែលជំរុញអោយខ្ញុំចែករំលែកនូវមតិយោបល់របស់ខ្ញុំនៅពេលនេះ គឺឆន្ទៈរបស់ខ្ញុំដែលអ្នកនយោបាយមួយចំនួនចូលចិត្តនិយាយជំនួសខ្ញុំ។ តើអី្វជាឆន្ទៈរបស់បុគ្គលម្នាក់ៗ ហើយនិងអី្វជាឆន្ទៈរបស់ប្រជាជនខ្មែរ? តើមានភាពខុសគ្នាយ៉ាងម៉េចដែរនៅពេលយើងនិយាយថានេះជាឆន្ទៈខ្ញុំ និងនេះជាឆន្ទៈរបស់ប្រជាជនខ្មែរ ឬក៏នេះជាឆន្ទៈរបស់ប្រជាជនខ្មែរមួយចំនួនធំ ឬមួយចំនួនតូច? ភាពខុសគ្នាសំរាប់គំនិតរបស់ខ្ញុំ គឺការប្រើពាក្យដែលអ្នកនយោបាយជាទូទៅតែងតែព្យាយាមយកវាមកប្រើដើម្បីទាញយកផលចំនេញរបស់ពួកគេរៀងៗខ្លួន ដែលមិនបានគ្របដណ្តប់នូវអ្វីដែលខ្ញុំផ្ទាល់ ក៏ដូចជាប្រជាជនខ្មែរមួយចំនួនចង់បាន។ ដូច្នេះ បើនិយាយបែបនេះ តើយើងអាចសន្មត់ជារួមថាអី្វដែលអ្នកនយោបាយខ្មែរមួយចំនួន កន្លងមកយកនិយាយ វាអាចឆ្លុះបញ្ជាំងនូវការពិតសំរាប់ការចង់បានរបស់ប្រជាជនខ្មែរទាំងអស់ដែររឺទេ? រឺក៏គ្រាន់តែអាចបំរើនូវការចង់បានរបស់ប្រជាជនខ្មែរមួយចំនួន? រឺក៏បំរើផលប្រយោជន៏បក្សពួកអ្នកនយោបាយទាំងអស់នោះ? សំរាប់ខ្ញុំ ខ្ញុំគិតថាវាពិតជាមិនត្រឹមត្រូវទេ នូវពេលដែលអ្នកនយោបាយចូលចិត្តធ្វើការសនិ្នដ្ឋានបែបនេះហើយព្យាយាមយកពាក្យឆន្ទៈប្រជាជនខ្មែរទាំងមូលយកមកនិយាយដើម្បីបម្រើផលប្រយោជន៏បុគ្គល ឬក៏បក្សពួករបស់គេ។ ជាការពិតណាស់ វាមានការពិបាកក្នុងការសិក្សាពីឆន្ទៈរបស់ប្រជាជនទំាងមូលពីព្រោះមនុស្សម្នាក់ៗប្រហែលជាមានគំនិតនិងការចង់បានខុសៗពីគ្នា។ តែអ្វីដែលយើងអាចវាយតំលៃបាន ប្រហែលជាធ្វើការវិភាគទៅលើប្រជាជនមួយចំនួន ឬក៏អាចនិយាយថានេះជាឆន្ទៈរបស់ប្រជាជនមួយចំនួន ឬឆន្ទៈរបស់អ្នកគាំទ្ររបស់ពួកគេផ្ទាល់។ ហើយនេះប្រហែលជាចំនុចអវិជ្ជមានមួយ របស់លទ្ឋិប្រជាធិបតេយ្យដែលផ្តោតសំខាន់លើមតិភាគច្រើនតាមរយៈការបោះឆ្នោតជាពិសេស ដែលជារឿយៗមិនសូវយកចិត្តទុកដាក់ដល់មតិភាគតិច។ ខ្ញុំនឹងមិននិយាយពីការបោះឆ្នោតទេនៅក្នុងសំនេរនេះទេ ព្រោះចំនុចសំខាន់របស់ខ្ញុំក្នុងពេលនេះគឺការប្រើប្រាស់ពាក្យឆន្ទៈប្រជាជនខ្មែរពីសំណាក់អ្នកនយោបាយខ្មែរមួយចំនួនដែលមិនបានឆ្លុះបញ្ចាំងនូវការពិត ឬជាពិសេសមិនបានសរបញ្ជាក់ពីឆន្ទៈរបស់ខ្ញុំផ្ទាល់ ដែលក៏ជាប្រជាជនខ្មែរមួយរូប និងប្រហែលជាមិនអាចឆ្លុះបញ្ជាំងពីឆន្ទៈពីសំនាក់ប្រជាជនមួយចំនួនផងដែរ។ ការប្រើប្រាស់ ពាក្យឆន្ទៈប្រជាជនត្រូវបានយកមកប្រើដោយអ្នកនយោបាយកាន់តែច្រើនឡើងនិងញឹកញាប់ ចាប់តាំងពីមុនការបោះឆ្នោតឆ្នាំ២០១៣ នេះមិនរួមបញ្ចូលពីសម័យមុនៗផង។ ការធ្វើរដ្ឋប្រហារទំលាក់សម្តេចសីហនុរបស់លោក លុន នល់ ការកំចាត់របបលុនលន់ដោយពួកប៉ុលពត ដែលបញ្ចប់ដោយការកាប់សំលាប់ខ្មែរគ្នាឯង អស់ជិត២លាននាក់ គឺត្រូវបានធ្វើឡើងដោយអ្នកនយោបាយទំាងអស់នោះអះអាងថា គឺកើតចេញពីឆន្ទៈប្រជាជនខ្មែរទាំងអស់។ សួរថាទាំងអស់នេះ វាពិតជាការកើតចេញពីការចង់បានរបស់ប្រជារាស្រ្តខ្មែរមែនដែររឺទេ? … Continue reading
